August 11, 2009 Pursuant to notice and call the Waverly City Council met in regular session at 7:00 p.m. on Tuesday, August 11, 2009 in the council chambers of Waverly City Hall. Those in attendance were Mayor Ken Antil, Clerk Deb Ryks, and Council Members: John Konrath, Keith Harris, Connie Holmes, and Gary Olson. Others in attendance included Maintenance Supervisor John Rassat, Wright County Deputy Kevin Triplett, Liquor Store Manager Wanda Tussing, and Bookkeeper Mary Klingelhoets. Agenda The agenda was presented for approval. Motion by Holmes, seconded by Olson to adopt the agenda as presented. Carried 5-0. Wright County Sheriff Wright County Deputy Kevin Triplett informed the council that the vehicle theft has subsided as two suspects were apprehended. Maintenance Supervisor John Rassat informed Deputy Triplett of incidents of park vandalism including graffiti, knife holes in picnic tables, and security light tampering. Waverly Fire Department Keith Harris reported that he is an Assistant Training Officer with the Waverly Fire Department. There have been five new members added to the department as trainees until their four month probationary period is completed. There are 20 current members. The goal is to attain 28 members. Daytime volunteers are needed, however, there is a mutual aid agreement with Montrose if a fire call takes place during the daytime hours and firefighters are needed. Building Inspection Report There were 4 permits issued in July including a deck, reroof, alterations,and plumbing. All of the unfinished homes abandoned by CMC Homes were issued new permits for finishing work. MLS Report-Wanda Tussing The July 2009 financial report reflected a net profit of $7324.43. July sales were at an all time high. Pricing was adjusted. Motion by Holmes, seconded by Olson to adopt the July Financial report. Carried 5-0. Discussion was held regarding the revised video surveillance equipment quotations. The final pricing was as follows: Chase Communications, $5750. Burns Security, $7,294. The specifications for the equipment were matched for price comparison purposes. A financing option offered by Chase Communications included a 25% interest rate. A 5% discount was offered for payment in full within 30 days. The council discussed an advance from the city to allow payment in full rather than financing at the rate of 25%. Both quotes were updated from their original pricing for matching equipment specifications. $1500 was contributed by the Waverly Lions Club. Bookkeeper Mary Klingelhoets discussed the payment options with the council and suggested that the equipment be paid from the savings account to achieve the discount and paying less to the city at year end for the existing advance loan. The final price with the discount for Chase Communications is $5,462. Motion by Holmes, seconded by Olson to accept the quotation from Chase Communications. Carried 5-0. The annual Car Show event will be held on August 22. The council recognized Mary Klingelhoets for her gardening work at the city office garden. Planning and Zoning The July 16, 2009 Minutes were reviewed. The legal opinion on changing lot requirements in the Carrigan Estates planned unit development was discussed. The welcome sign project was discussed. EDA The July 27, 2009 Minutes were reviewed. President Connie Holmes reported that the Business Community Directory project is progressing. The Herald Journal will sell ads beginning in September. The guide will include content for 2009-2010. The content for the directory will be due by Sept 30. Ads will lower the cost for the EDA. Waverly businesses will be listed regardless of advertisement purchasing. Community events and a listing of Waverly organizations will be included in the community guide. A feature article from the city will be included with 4 pages available for the article. An idea for the feature article is the fact that Waverly will be 140 years old. Historical information could be included in the article focusing on the 140th anniversary of Waverly. Council Member Gary Olson suggested that local businesses be recognized in the community guidebook. Draft copies of the comprehensive plan and park facilities plan were mailed. A task force meeting will be held on August 13, 2009 from 7pm-9pm to discuss proposed revisions to the draft. Committee members should bring comments for the final draft. The final draft will be available for the public to view at an open house scheduled at the Waverly Village Hall on September 21. The Planning Commission is required to hold a public hearing and make a recommendation to the council prior to adoption of the comprehensive plan. The Council will consider its adoption. The Comprehensive plan has to be sent to the adjacent townships and adjacent communities for a 30 day comment period. The Wright County Board of Commissioners will need to review and approve the plan within a 60 day time frame. It was suggested that Wright County Commissioner Jack Russek be contacted to assist with the county’s review and approval. Maintenance Report-John Rassat Maintenance Supervisor John Rassat reported that the manhole/street repair will take place on Waverland Court this week. Four park benches will be installed next week. These benches were dedicated through the memorial bench program and dontated by residents. There will be one bench remaining in stock after the installation is complete. It was discovered that the Village Hall roof was leaking inside the building entry while renters were preparing for a wedding event. Kevin Munchow was contacted as the contractor who installed the rubber roof and he sealed the roof on Saturday morning prior to the event booked at the Village Hall. He recommended that a rail be installed around the roof and will submit pricing for the work. The Welcome Sign project is commencing with the electrical labor being donated by CR Electric. The wiring will be complete next week. The Wright County Weed Inspector telephoned John Rassat regarding weed elimination. He informed Rassat that Wright County will be mowing all weeds in developments and assessing the costs to property taxes. This is due to the neglect throughout the county of developments and land being abandoned. Barry Glienke-City Engineer City Engineer Barry Glienke reported that he met with a representative from the developer for the Carrigan Meadows subdivision. He was informed that they are working with their bank to complete development work including the wear course of pavement. Arcon Construction is going out of business as of January 1, 2010. Arcon Development is still operating. The retention pond should be dredged out along Waverland Lane in the Summerfields Development. The City Engineer has not finaled the third phase of development which has a punch list of items to be completed prior to the city’s acceptance. City Attorney’s Report Clerk Ryks reported that the City Attorney has been working on a tax abatement issue for the vacant lot in the Waverly Industrial Park that is owned by the city and financed through a lease purchase with Citizens State Bank of Waverly. The attorney’s office also provided a legal opinion for the adjustment of lot lines in the planned unit development area of Carrigan Estates. Minutes, The July 14, 2009 Special Session minutes were presented for approval. Motion by Olson, seconded by Holmes to adopt the July 14, 2009 Special Session minutes as presented. Carried 5-0. The July 27, 2009 Special Session minutes were presented for approval. Motion by Harris, seconded by Konrath to adopt the July 27, 2009 Special Session minutes as presented. Carried 5-0. Accounts Payable The accounts payable was presented in the amount of $237,545.91. The total Includes the approved $30,000 transfer to savings, the approved $100,000 pay down on the 2009 tax anticipation certificate, the industrial lot lease payment, two bond payments, and monthly bills. Motion by Holmes, seconded by Olson to approve the accounts payable in the amount of $237,545.91. Carried 5-0. Welcome Packets There was no activity in new resident welcome packets this month. There will be some new resident packets for next month. Truth in Taxation The procedure for truth in taxation has changed due to law changes. The initial hearing may be scheduled during a regular council meeting. The truth in taxation hearing was scheduled for December 8, 2009 at 7:30 p.m. If the hearing needs to be continued, it will be continued on December 16, 2009. Web Site Council Members John Konrath and Keith Harris are conducting research of community web sites. They are exploring options for new web site creation in the future for the city. Acknowledgements Mayor Ken Antil recognized Jacob Thisius for coordination and work efforts for the Welcome sign project. Steve Thisius was also acknowledged for assistance given to the sign project. John, Jim, and Greg were recognized for their labor and assistance with preparing the site and landscaping work connected with the sign project. Jerome Williamson was recognized for his donation of labor for the sign project. Jim Woitalla was recognized for12 years of service to the city.
