July 9, 2002 Regular Session Pursuant to notice and call the Waverly City Council met in regular session at 7:30 p.m.on Tuesday, July 9, 2002 in the council chambers of Waverly City Hall. Those in attendance were Mayor Bush, Clerk Ryks, and Council Members Hausladen, Henry-Neaton, and Olson. Council Member Hertzog was absent. Agenda Waverly Lions The Waverly Lions will conduct the street dance for Waverly Daze at the KC Hall parking lot. The vacant lot south of the Waverly Post Office (former Drug Store site) will be used for the beer garden. 5th Street in front of Post Office will consist of the fenced in area for the dance. City Attorney's Report The council received correspondence from City Attorney Young regarding a letter received from the State of Minnesota regarding the quiet title action for the railroad property. The State has no objection to the quiet title if the city understands that there are easements for highway construction which run through 2003 and that there is no access on the east side of lot 6, block 2 on the plat for Waverly Railroad Addition. The council discussed the matter and decided that the city would not object to the states comments on the quiet title action and that the city should proceed with the quiet title action. Motion by Bush, seconded by Olson to proceed with the quiet title action. Carried 4-0. Dave Ghostley-408 Park Drive Dave Ghostely, 408 Park Drive was present at the meeting to address the council regarding an ongoing problem with sewer back ups at his residence. Due to the regular sewer back ups in his basement, he cannot finish the basement area in his home. Maintenance Supervisor John Rassat discussed the situation with City Engineer, Barry Glienke. Glienke suggested a resolution for the problem. The engineers would shoot the grade of basement and install an overflow gravity pipe 2 feet below the basement level. This would allow the sewage to drain out even in a power outage situation and even if the lift station goes down. Rassat reported that Infratech will come next week to assist with the inflow and infilitration problem in the area. The work at Ghostelys could take place in 2 weeks concurrent with the Railroad storm sewer project. Ghostely was satisfied with the solution proposed by John Rassat and City Engineer Glienke and the time frame of 2 weeks is acceptable. Wright County Sheriff Deputy Darsow reported that the Sheriffs Department is investigating thefts of ATVs. They are conducting extra patrolling practices during this vulnerable time in the community. Maintenance Report Maintenance Supervisor Rassat informed the council that he has been exploring the costs for the main lift station repair. One quotation was received for a wet well system for a cost of $24,450. Brad DeWolf, Bolton & Menk, Inc. wants to review the specifications to make sure the sewer lines are not overpowered. Changing the system at the main lift will triple the pump volume. Once the order is placed it will take 4-6 weeks for delivery. The lift station was installed in 1965 and has been rebuilt three times. The new system will work in the future with sewer regionalization. Rassat informed the council that he turned on 8 sewer grinder pumps today in the lake area. The Maintenance Department is trying to get the residents back on line before the weekend. 5 pumps have been ordered for the sewer grinders and extensions have been ordered to prevent future water problems. Sludge has been hauled, and the flows at the wastewater treatment plant are back to normal. The sewer budget is sufficient even with the recent additional expenses. The water system handled the storm well and no ground shifts occurred which typically cause maintenance problems. The Maintenance Department staff has returned to regular work hours during the last two days. Streets/Parks Department Superintendent Jim Woitalla reported that there is still 1 dock missing from the park. 1 dock was found across the lake at Waverly Terrace. The DNR dock shifted but can be put back in place. The park is still flooded with 3 feet of water. The city will have to keep the park closed until it is dry. Tree Top Tree Service should finish chipping trees by tomorrow. Sentence to Serve workers will come back for clean up assistance with 2 days lead time. The city can get up to 4 groups if needed. They can remove sandbags and any other needs we have for clean up activities. They can work for individuals if needed. Red Cross has organizations that assist with clean up of homes and do not charge fees for the service. Discussion was held regarding the city sponsorship of an additional city wide clean up day in August. It was brought to the citys attention that due to the extensive damages at some residences, it will be difficult to provide enough dumpsters for the entire community to use. The city budget did not include funds for an additional clean up day. The council discussed charging a fee of $10 per load for the clean up day. The council also talked about asking Mumford Sanitation to provide the dumpsters and collect fees directly for their costs. It was decided that this item will be discussed further on July 17, 2002. Planning and Zoning The Planning Commissioners have requested that the city send a letter requesting that the Wright County Board and/or the Wright Soil and Water Conservation District conduct a broad study of the watershed and drainage system. The Planning Commissioners also talked about non-conforming lots and rebuilding. Public hearings will need to be held for variances. Craig Smith, 5661 Dempsey Avenue will need to obtain a demolition permit and attend a P&Z meeting to discuss rebuilding options. Discussion was held regarding new construction on non-conforming lots. The Planning Commission is recommending that the City require lot levels to be raised. Mayor Bush questioned whether the city should legislate building elevation levels. Discussion took place regarding the installation of a gravity sewer line around the lake in the long term future. In this case, elevated levels would be preferred. The council discussed whether the city should have regulations in place requiring the elevation of building levels. Maintenance Supervisor Rassat suggested that there would be concern that neighboring properties would be flooded with raised elevations for new buildings. The Planning Commission will continue discussion on this item at the July 18 Work Session. Emergency Certificates of Indebtedness MLS Report A staff meeting was held on July 8. Assistant Manager Wanda Tussing will be taking care of performance evaluations for part time bartenders. The staff is interested in acquiring a used computer for the liquor store. A professional cleaning service needs to be used in areas of the store. The August work schedule is being done by Wanda Tussing. Additional bartenders are needed for Waverly Daze weekend. Wanda Tussing will schedule extra help. A plumber needs to be hired to repair the sink drain. Wanda Tussing was authorized to hire a plumber. City Engineer Barry Glienke The Summerfields Development elevations were shot last Wednesday and Engineers need to look at the results prior to submitting the report to the council. The City Engineer will need to look at the North Shore Drive ditch cleaning and the water flow direction. The flow will be watched during rains and monitored. A 1 foot shoulder along North Shore Drive was discussed. Maintenance Supervisor Rassat reported that emergency digging needed to be done right away without providing a shoulder. The city could grade a shoulder later with gravel. The area will need to settle prior to grading in a shoulder. The Summerfields 2nd Addition and Arcon Development (Carrigan Meadows) are on hold pending dry weather conditions. Personnel Committee Recommendation Motion by Olson, Seconded by Hausladen to accept the wage increases and addendums to the Employee Handbook as proposed by the Personnel Committee. Carried 4-0.
