SUMMARY OF COUNCIL MINUTES

APRIL 8, 2003 MEETING

The council received information from Tom Lutgen, Department of Natural Resources regarding the potential adoption of a floodplain ordinance. Waverly does not currently have residences in flood hazard zones. The residents in Waverly would be able to obtain flood insurance policies if the city participates in the National Flood Insurance Program. Lake residents will not be forced to purchase flood insurance. Brochures were left for the council to review. Adoption of the floodplain ordinance will be considered at the May 13, 2003 council meeting.

The preliminary plat submitted by JB Land Inc. for Carrigan Estates was approved upon a positive recommendation by the Planning Commission. The proposed development contains 45 lots that will be part of a home owner's association and 9 lots that will be available for private development.

The Council Fire Committee will schedule a meeting with Waverly Fire Department, Inc. to review the annual agreement.

A capital improvement plan was presented by Bolton & Menk. Brad DeWolf and Clerk Ryks will meet with Shelly Eldridge, Ehlers & Associates to discuss bonding requirements.

Joe Lachermeier and his associates were present at the meeting to request annexation of 132 acres. The council asked that Lachermeier contact Woodland Township to work on an agreement for orderly annexation. If the annexation cannot be worked out with the township, Lachermeier may return to request a phased annexation procedure of 60 acres at a time and request annexation by ordinance adoption.

The proposal of Doug DesMarais, Action Drywall to purchase lot 2 block 3 Waverly Railroad Addition was accepted by the council. An 18 month time frame for development was approved.

A personnel committee recommendation was approved for a wage increase and change in employee status for Maintenance Worker Bill Schoening.
