SUMMARY OF COUNCIL MINUTES

MARCH 11, 2003 MEETING

The council approved the application for a wine license and 3.2 beer license for Sundays at the Uptown Bar and Grill. This is necessary because the on sale liquor license does not include Sundays. A special Sunday license cannot be issued without the question being voted on at a special election. The next scheduled election is not until November, 2004.

The council heard from a party who is attempting to purchase lot 1 block 4 and the adjacent lot to the east that the city was to acquire from MN Dot. MN Dot has not completed the condemnation of the property. The city has been referred to various parties to resolve this with no resolution at this time. The council moved to have Central Land Title perform a title search on the property to determine if any property transactions were recorded. Once this is accomplished, the City Attorney will be contracted to work on a solution with the State Attorney Generals Office.

The 2002 audit report was given to the council. The city needs to establish a cash balance policy. The Municipal Liquor Store is required to have an audit rather than a compilation because sales exceeded $350,000. The city is in good shape and has 3 months of disbursements in reserve. Disbursements exceeded the budget in 2002 due to flood expenditures. A reminder was given to the council that they are able to amend budget amounts during the year if needed.

A workshop was scheduled for the April 4, 2003 Work Session to review the Capital Improvement Plan compiled by Bolton & Menk.

The water meter upgrade proposed by the Maintenance Supervisor was authorized by the council. The meters will be paid from the water fund as there is adequate funds in the 2003 budget. A meter fee of $225 will be included on building permits for new construction. Once the program is started, the Maintenance Department was authorized to replenish meter stock as needed so that 50 meters are on hand.

Application to the National Flood Insurance Program and adoption of the Floodplain Ordinance was placed on hold for one month until Clerk Ryks receives additional information from the Department of Natural Resources.

An amendment to the Subdivision Ordinance to change the park land dedication requirement to 10% for residential/multi family residential/commercial-industrial developments will be reviewed by the Planning Commission. The City of Watertown Subdivision Ordinance Section on Park Land Dedication will also be reviewed.

A follow up meeting with Jay Michaels will be scheduled in the future to review current city ordinances regarding storm water run off and drainage issues.

Lisa Ghostley was appointed to the Park Commission. Bolton & Menk will be hired to do park layout design for developments. The Park Commissioners will be given the opportunity to review preliminary and final plats. The Park Commission will work with Bolton & Menk regarding park amenities desired in development areas so that the layout design can be put together prior to approval of plats. The Parks Dept. Supt was authorized to purchase new tires for the docks at the Waverly Legion Waterfront Park.

A resolution was passed authorizing charitable gambling at the Uptown Bar and Grill through the new ownership.

The council approved the purchase of a scanning system through Total Registers Systems for $9785. Authorization was given to expend up to $11,000 to cover sales tax applicable to the purchase. The council authorized the application for a building permit for the relocation of a wall in the store to the west to enlarge the off sale area. Clerk Ryks will send a memo to Mary Klingelhoets, Wanda Tussing, and Steve Gagnon to inform them of the council action taken.
